World Customs Organization Advances Proposals on Tech Issues

The 49th Session of the World Customs Organization (WCO) Harmonized System (HS) Review Subcommittee took place November 16-20 in Brussels, Belgium.  Progress was made on several tech sector HS amendment proposals including light-emitting diode (LED) products, waste and scrap of electronic products, flat panel display modules, dual-use (security related) items, and multi-component integrated circuits (MCO). 

The Subcommittee agreed not to proceed with an amendment to modify the HS legal text to call out smart watches.  Customs delegates came to a consensus the Classification Opinions recently approved and published for smart watches are sufficient at this time while the technology continues to advance.
